The release also asserted that through the enactment of 'The Rights of Persons with Disabilities Act, 2016', Government has provided them with equal opportunity in education, social security and employment.
"Unfortunately, even the special schools dedicated to children with special needs and run by various NGOs have not reformed their school system which requires the Individual Education Plans for each child in the light the enactment of law of 2016. Presently, the most suffered are the children with specific learning disablities who get thrown out of mainstream schools and special schools do not have the preparedness and staff to accomodate them," said the the caregiver of a child with dysgraphia disability in Jaipur adding that the government was only interested in distributing aids and appliances to mentally-abled impaired people.
According to a well-viewed blogger Praveen on his post 'Rights of Disabled Persons' writes, "Disabilities can be physical in nature, cognitive, behavioural, or even emotional. This particular disabilities topic centre contains mostly reference to physical and sensory forms of disability, as other forms are adequately covered in other topic centres. All human beings are born free and equal in dignity and rights. People with disabilities all over the world experience human rights violations, stigma and discrimination."

There are many social factors that can affect whether or not individuals with disabilities are included or excluded from participation on various activities, which in turn can affect development or esteem. Disability is thus just not a health problem. "A majority of children with special needs do not receive any formal education, in spite of the practice of inclusive education in some schools.
