Govt employees protest 117th Constitution Amendment Bill for reservation in promotion
General Category Welfare Federation and All India Equality Forum in a meeting held at Patiala demanded that political parties should clear their views on the 117th amendment to the constitution. They were asked to clear their stand whether they support or oppose the constitutional amendment and accordingly they will vote in next assembly elections of Punjab, Uttar Pradesh and Uttarakhand.

The meeting was attended by Shaliender Dubey, Chairman, AIPEF; Sham Lal Sharma, President, Equality Forum; GS Bhadodia from Rajasthan, DC Dixit of UP and Vinod Kumar Gupta, Spokesperson, AIPEF.

Shaliender Dubey said this amendment has been made to nullify the out of turn promotion with consequential seniority to SC/ST employees. The Parliament Committee report on this bill has already been placed in the monsoon session of the Lok Sabha and now bill is likely to be taken up for discussion in winter session of the Parliament.

Dubey said that political parties must clarify that whether they respect the decision of the apex court or not. Further, whether they are interested in vote bank politics only.

Sham Lal Sharma said that the amendment will bid good bye to quality work being done in the country and likely to encourage mediocrity. The country talks of Make in India but encouraging average caliber will lead to nowhere and effect administrative efficiency.

It was decided in the meeting that the general category and OBC employees will be opposing those political parties which support this amendment to the constitution. BJP and the Congress should not take it for granted that they will get the employees vote irrespective of their stance on the bill.

It may be mentioned that the Supreme Court in it's the landmark judgment of 2012 had ruled that consequential seniority to provide reservation in promotion in government service orders is unconstitutional.
