Granting license to colonisers in Gurgaon: State govt allegedly flouting norms while doing so
The issue of granting licenses to colonisers in Gurgaon by Haryana government for housing and commercial projects has reached the desk of the Central govt. SP Gupta, a former IAS officer in Haryana, who is founder president of non-profit organisation 'People's Voice' has communicated the same to the Prime Minister Narendra Modi and Urban Development Minister, Venkaiah Naidu.
In his communication to the PM and minister, he has asked for the cancellation of licenses and have requested a CBI probe in the matter, adding that government's action of granting licenses is even violating the directions of National Capital Region Planning Board (NCRPB).

He has also pointed out that the Haryana govt had prepared a master plan for Gurgaon, hurriedly, without taking into considerations the environmental guidelines and concerns raised by activists, and that to reportedly oblige the powerful coloniser lobby. But Punjab and Haryana High Court banned the issuing of licenses and issuing of Change of Land Use, until the state government get the National Capital Region Sub-Plan passed from the NCRPB.

He also said that under tremendous pressure from Hooda, the aforementioned plan was approved by the Central Board despite the objections raised by a senior officer at the Environment Ministry. Some highly placed sources told that the politicians cutting across party lines have purchased large chunks of lands in the area at throwaway prices and they were hoping to make billions by getting change of land use and licenses for commercial and residential projects.

The next date of hearing in court is scheduled later in August. According to highly placed sources, a senior officer of the department reportedly refused to oblige the Chief Minister and asked them to wait for final orders of the court. So the file moved with speed and was sent to Hawa Singh Hooda, blue eyed boy of Bhupinder Singh Hooda, who is holding the post of Advocate General, since Hooda took over as Chief Minister in 2005.

According to sources, Hawa Singh Hooda has reportedly asked Chief Minister to wait till the next date of the case. But a junior functionary of the Advocate General Office gave the opinion that with sub regional plan passed by the concerned authority, there is no legal bar in starting the process of issuing licences for residential and commercial projects and change of land use permission.

With this opinion, the govt again asked the officers of Town and Country Planning Department to start the process of issuing licenses and this time they obliged the Chief Minister. The National Capital Region Planning Board has written to the Haryana govt seeking compliance report on the issue of demarcation of less buffer around Mangar Bani in Aravalis as no construction zone, contrary to which it has agreed in the meeting of the Board.

According to the sources NCRPB is waiting for response from Haryana govt and in case of their failure to comply, the Board will issue notice to the govt and non-compliance will be brought to notice of Punjab and Haryana High Court.

The State government has reportedly submitted a copy of its notification. Board officials will soon brief Union minister Venkaiah Naidu about the latest developments. The environment activists are alleging that Haryana Govt. has went back on its words on the buffer area to oblige colonisers.
