The Rajya Sabha Secretariat, after being a pioneer public authority in dealing with RTI petitions, has taken yet other lead in launching an all new website on July 30. It will serve the purposes of the parliament secretariat as well as the public.
AFTER BEING a pioneer public authority in dealing with right to information (RTI) petitions, the Rajya Sabha secretariat has taken yet other lead by launching an all-new website. It now incorporates a sub field ‘Declaration of assets and wealth by members’. But surprisingly this field does not provide such details for individual members. Rather, it just provides form and rules for members to submit such declarations to the Rajya Sabha secretariat. This new website was launched by Vice President Hamid Ansari on July 30 2009.
The Rajya Sabha chairperson should direct the compulsory inclusion of details of the assets and wealth of its members and of their family members in the Rajya Sabha website. Even criminal cases against members as declared by the Election Commission should appear on the website. Payment defaults of members towards government departments and public sector bodies should also be exhibited on the website. These websites should be maintained as an ‘open book’ of both the negative and positive aspects of parliamentarians. Websites and suo moto disclosures under Section 4(1) should be so elaborate so as to minimise the need for filing RTI petitions. Websites should also have a guest book column where visitors will be able to post their views about the Rajya Sabha and its members.
