A more honest way to seek support of MLAs, instead of resorting to bribery and blackmail, would be to hold a secret and compulsary vote of all MLAs by Electronic Voting Machines (EVMs) on nominations signed by at least one-third MLAs.
THE OVERCONFIDENCE of Haryana Chief Minister Bupinder Singh Hooda, has proved costly for his Congress party. He had prematurely dissolved the state assembly and boasting via public money through costly media advertisements, of his sure win. The people instead of delievering a clear majority to him, gave Haryana a hung assembly.
The state is now dragged into an era of blackmail politics, as each party sets out to woo independents and rival party members to secure a majority and stake claim to form the state government.
A more honest way to seek support of MLAs, instead of resorting to bribery and blackmail, would be to hold a secret and compulsary vote of all MLAs by Electronic Voting Machines (EVMs) on nominations signed by at least one-third MLAs.
A minister and government elected in such a manner would be removed only with a no confidence motion, making pre-mature dissolution of the assembly rare. Another measure that cvan be added here is that, whenever such a motion would be passed, the house should name an alternate leader in the same motion.
