Haryana employees to hold protest against reservation in promotion
Haryana Samanya Evam Pichhra Karamchari Varg Manch will hold a massive state level protest meeting at Jat Dharamshala Kurukshetra on November 6 against reservation in promotion and 117th constitutional amendment.

Ajmer Singh, President of Manch said that the state government is doing injustice to 80 per cent employees. He further said that the Supreme Court in its landmark judgment of April 2012 had ruled that consequential seniority to provide reservation in promotion in government service orders is unconstitutional. Immediately after the Supreme Court pronounced its judgment the politics of vote bank started.

The constitutional amendment no. 117 got passed from Rajya Sabha on December 2012 as a result of this vote bank politics. Efforts were made to get this bill passed in Lok Sabha but the government failed in its efforts due to protest of some members.

Balbir Singh, Legal Advisor, said that the 117th constitutional amendment had been drafted to nullify the judgment of the Supreme Court and to overrule the conditions imposed by the apex court in S Nagraj case.

The Supreme Court had ruled that while granting reservation in promotion the government must prove that the persons who are to be given out of turn promotion are really backward by providing quantifiable data. Particular cast is not adequately represented in the services and such promotions do not affect the administrative efficiency.
