Kabul Singh, a senior engineer who attended the meetings said that the power utilities management has been downgrading engineers for the last so many years weather it is question of proper pay scales to Assistant Engineers, restructuring of Discoms as per work load norms and now new promotion policy and start of process to post outsiders as Directors.
The posting of outsiders as Directors will block the promotion of senior Chief Engineers who used to get the post of Director as per seniority. The induction of outsiders as Directors in Discoms and introduction of new promotion policy for filling up the senior level posts is a ploy to adjust its favorites at top posts.
The power utilities which had withheld the new promotion policy after the protest by engineers have again put the draft promotion policy on net and sought the comments .The Association in the meeting strongly opposed the proposed policy. Engineers claimed that no changes have been made in promotion policy of officials in all departments and corporations across the state then why the experiment is being made in power utilities.
These unwarranted changes in policy shall increase nepotism, favoritism & corruption and shall be highly demotivating to the honest & hardworking officers. -The present seniority cum merit selection procedure which is applicable in all the Government organisations should be retained to maintain healthy atmosphere in the organisation.
Ranbir Deshwal General Secretary said that a committee was formed in June 2013 to review pay anomalies of Assistant engineers and Assistant executive engineers and the committee was to give its report in two months but till date not a single meeting of committee has been held so for.
The management as usual assured to look in to the grievances’ of engineers.
The engineers earlier held meeting with Khandelwal Principal Secretary to CM who assured all help in solving their problems and to remove irritants.
The Association will be forced to launch agitation in case pending issues were not resolved.
