Ranbir Deshwal General Secretary of Association said that the power utilities management has been downgrading engineers for the last so many years whether it is a question of proper pay scales to Assistant Engineers, restructuring of Discoms as per work load norms, new promotion policy for senior engineers, and move to recruit outsiders as Directors of utilities.
The posting of outsiders as Directors will block the promotion of senior Chief Engineers who used to get the post of Director as per the seniority rule. Moreover there are no sanctioned posts of Engineer–in–Chief in power utilities. These posts were held in abeyance after Chief Engineers were made Directors as per seniority.
The power utilities which had withheld the new promotion policy after the protest by engineers have again introduced the policy with cosmetic changes. In the new promotion policy field engineers will be the worst sufferer.
These unwarranted changes in policy shall increase nepotism, favoritism & corruption and shall be highly de-motivating to the honest and hardworking officers. The pay scale of Assistant Engineers in Pay Band 2 is lowest amongst power utilities of country. In other states Assistant Engineers are placed in pay band 3.
The restructuring of power utilities as per work load norms is pending for the last two decades. Now the management of power utility has proposed recruitment of an NTPC official directly as XEN against all the rules.
The high level three-member committee held its meeting with the representatives of Association but with the Principal Secretary to CM opposed all the demands as such nothing could come out of the meeting.
