Health tourism to get a major boost from Haryana government

IN HARYANA medical facilities are skewed are in the favour of the rich. There are cities such as Gurgaon and Faridabad districts, bordering the national capital, which boasts of having five-star medical facilities made available by private and corporate owned hospitals - both affordable only by the rich and influential person.



Then there's Rohtka, the home district of Chief Minister Bhupinder Singh Hooda. But apart from these cities, Haryana has little medical infractructure that can be used as a basis for the good of common people. So medical tourism is a far-fetched idea at present in the state.


As far as the services at government hospitals are concerned, the situation is pathetic across the rest of the parts in the state. 



So keeping in mind the dwindling quality of the medical sector in Haryana, the government will initiate an industrial policy that will encourage medical tourism in the state. Under the much publicised scheme, projects involving investment of one hundred crore or more will be given the status of industry and will be given several incentives.

Independent observers feel that instead of worrying about promoting medical tourism, the government should take care of primary health care facilities across the state and particularly in remote and rural areas of the state.



Admittedly, it has taken several good steps such as opening of new medical colleges and providing free medicines at government hospitals and surgery packages schemes besides several schemes for persons living below poverty line. The government also plans to establishing a pharma industrial and a bio-technology park.

Several private run hospitals' claims of offering free medical services to the patients are just an eye wash to get maximum concessions. The idea to promote medical tourism in the state seems to have been given by some bureaucrats with a view to oblige some influential persons who will set up their projects under the scheme and will take benefits from the state.

 
How the bureaucracy is concerned about the interests of poor and common people can be judged from the incident happened during the chief ministerial tenure of Bansi Lal who had all good intentions of making P.G.I, Rohtak, as a center for providing super speciality services .

Allegedly, top bureaucrats such as Veena Eagleton, the then head of the the health department, A.N. Mathur, head of finance department and Yudhvir Singh I.A.S officer formed a private trust and forced authorities to transfer funds to their private trust, which on paper, was meant for funds meant for purchasing  medicines for the patients visiting the institute.



The committee headed by Eagleton was constituted to give suggestions for improvement of services in the institute and came to the conclusion that since people of Haryana are well off, the charges for bed should be increased.

In a series of other developments which followed, the then boss of the health department G. Madhavan who after retirement was elevated to the constitutional post of Chief Information Commissioner, Haryana wrote to the then director of the institute directing him to extend the period of chemist shop owners by increasing five per cent of the existing rent every five years, and had even marked the copy of the letter to the S.D.M. Rohtak.

a pregnant women kept on crying for seven hours outside Civil hospital at Yaumnanagar but she was not admitted in the hospital .She was asked wither to go to some private hospital or at PGI, Chandigrh.On intervetnion of media medical superintendent S.K.Rathi told that expected child was under weight hence they do not want to take any risk and that is why she was referred .But on media intervention she was admitted in the hospital.
Haryana govt. seems to be taking retrogressive steps so far as providing healthcare to its people is concerned. In a recent order it has withdrawn 285 posts of medical officers from various primary health centres and posted them to the general hospitals at various district headquarters.
Haryana health minister Rao Narander Singh was shocked to find poor sanitation conditions and carelessness in maintenance of medical equipment at civil hospital Panipat. On a surprise visit, the minsiter cautioned the adminstation that such carelessness would not be tolerated and strict action would be taken if such conditions persist in future. He also took cognisance of iregular water supply in the hspital and checekd emergency services, and found that bedsheets in the wards were dirty adnthe sanitary condition of the toilets was all the more miserable ,
Shame to top Haryana bureaucrates Eagalton, A,N.Mathur , Yudhvir Malik and G. Madhwan who being head of health departement served their personal interests .More shocking is the fact that Madwan was made Chief Information Commisisoner by the govt.
instead of worrying about medical tourism haryana govt should impore basic health facilities .
