Here's, why Gurgaon industrialists demanding refund of EDC from HSIIDC
The Industry owners in Gurgaon are demanding a refund on the money they paid as external development charges (EDC) to Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). The plot owners were not liable to pay the EDC money, which was calculated at the rate of Rs 348 per square meter, as they are claiming that the EDC charges were already included in the original price paid.

We spoke to few Industrial associations in Gurgaon to take their view on this issue, and they are saying that the concerned authorities are dragging this issue since years, and they need this issue to be cleared as early as possible.

SK Ahuja, Secretary at Gurgaon Chamber of Commerce said, ''The agreement was to give developed plots to us, so the EDC was included in the original cost and hence we are demanding the refund. HSIIDC works on no profit no loss basis, so even if they have collected the EDC amount from us, then they should refund it immediately.''

In the same lines Praveen Yadav, President Gurgaon Udyog Association feels that the issue should be resolved soon. ''Court has taken up the issue and has passed it down to YS Malik, Financial Commissioner & Principal Secretary Industries & Commerce, Mines & Geology, Electronics & IT to resolve the problem, by taking the inputs of others. And now we are waiting for the orders to be passed, but it is pending from a long time. As it is the time of elections, we are in a hope that we will get the orders soon. If we feel that the orders are not justified, then we will approach the court within 15 days.''

''We have challenged the demands and it is pending at the Principal secretaries end. Now we are awaiting the orders, if he waves positively then it is well and good and if he disagrees then we will decide about our next course of action,” said Anmesh Saxena, President of Udyog Vihar Industries Association.

After taking the views of the Industrial bodies, we also talked to HSIIDC chief town planner Dilbagh Singh but he denied to comment anything while saying, “This matter is pending with the higher authorities, so I can't say anything about it.”
