HIMACHAL GOVERNMENT would soon formulate its new transport policy to meet the requirements of fast changing developments in transport sector, Mahinder Singh, State Transport Minister said in Shimla.

Presiding over the fifth meeting of Himachal State Transport Development and Road Safety Council, he said that suggestions would be invited from all concerned for drafting the new policy and it would be ensured that it benefited maximum number of people.

Reiterating that every village connected by road would be provided transport facility, the minister stressed the need for proper regulatory regime for transport sector.

He said that besides frequent checking of buses to avoid loss of revenue to state exchequer, the existing authority to check the vehicles would also be delegated to other field officers like tehsildar, nayab tehsildar, regional manager and inspector of the Himachal Road Transport Corporation.

He cautioned the drivers to ensure safety of passengers and said that loss of human lives due to negligence and carelessness would not be brooked and all laws and rules would be strictly implemented.

The minister announced that ‘Transport Nagars’ would be set up in heavy traffic areas to regulate traffic and provide mechanical and other facilities to drivers and transporters. The proposal to run special buses for students would be sympathetically considered to avoid inconvenience to them during peak hours.

Mahinder Singh directed that the information about the buses, incorporating bus number and telephone numbers of the owners and drivers being run on each route should be prepared and made available to regional transport office (RTO) and also directed to display these at important places.

He also directed that the driving schools set up in the state should be equipped with modern facilities so that drivers passing out from these schools are fully trained. He also added that the driving schools which either did not exist or not properly equipped should be stopped forthwith.

Mahinder Singh also stressed the need for setting up of ‘Trauma Centre’ especially on major highways where flow of traffic is more with assistance from corporate houses involved in heavy operation in transport sector.

The council decided that the driving license, record and registration of vehicles etc should be computerised to avoid duplicity and proper regularisation of the transport rules.

The minister directed that the new barriers on nine identified points in the state should be set up by ensuring that these are located at the appropriate places without obstructing smooth movement of vehicles and weighing bridges be installed for safety of bridges. The council also decided that issue of tickets in private buses should be made mandatory.
