ORIGIN OF Naxals was based upon very simple vision. Founder members of naxal activities intended to get available justice to poor. But in present circumstances, they have forgotten their basic goals. In Bihar and Jharkhand, they are extracting Rangdari tax. In these two states, almost all government and private officials who are posted in remote areas are compelled to give tax to naxal authorities on monthly basis.
Today they are also getting help from China and some terrorist organisations. Perhaps due to this, they have all kinds of latest weapons and they are using even rocket launcher.
Amid in this scenario, it seems that in the 15th Parliament election, naxal attacks will cross its past record. During first phase of voting in Jharkhand, Orissa, Bihar and Chattisgarh, many member of paramilitary forces and common men killed by Maoists.Though before Parliament election too, naxal activities were very active in these states, yet no concrete measures took by the home ministry.
But now officials in the Union Home Ministry were seen working overtime to put up a brave face after a series of attacks last week that left 29 security men dead in four states -- Bihar, Chhattisgarh, Jharkhand and Orissa. Stung by series of naxal attacks during the first phase of polls, the Central government is working on a new model to tackle left wing extremism, which includes intelligence machinery and air support.
As per official sources, the lack of air power in case of emergency also came in for discussion and it was agreed that services of Indian Air Force would be sought in evacuation of personnel. Lack of intelligence in Naxal-hit areas was discussed during which the proposal submitted by former Director General of CRPF VK Joshi, seeking a separate spy wing for forces, was in-principle given a nod.
According to officials; the effort is to match the naxal strategy of having surprise element in counter-offensive operations besides stress on local intelligence gathering mechanism. The forces have identified intelligence failure, over stretched deployment and new naxal strategy as the reasons for losing so many of its men.
As per sources, the security men were like sitting ducks for the naxals. They knew all the routes that the men would be taking and even the number of personnel that are being posted. Sources further added the security forces in spite knowing that the naxals would attempt to disrupt polls could never imagine such a large scale offensive that took place in the four states. The most surprising element in the naxal attacks was the use of rocket launchers by them when they attacked a BSF camp in Bihar.
The attacks show that the naxals have increased their fire power. They are not the same who used to attack with country-made arms and looted weapons of security personnel. Sources also said that unlike earlier times when the naxals used to attack in smaller groups, in all recent incidents, the ratio of attacks appeared to be close to 4:1 that is four naxals against one security man. Supplementary Sources said that the new model would stress on intelligence gathering besides adopting the naxal strategy of laying ambush or attacking from all directions.
Thus we can say that India is today facing internal war and in this war central and state government is on back foot. So, if home ministry stand by latest measures, present sorry state affairs may turn into amicable and peaceful stipulation. But along with this, positive role should also be played by common men, so that naxals menace may stop as early as possible.
