IT REFERS to Upper House of British Parliament (‘House of Lords’) being re-constituted by making it an elected body on lines of US House of Senate. India’s constitution had many features adopted from British traditions of governance. It is time that India should take immediate steps to abolish constitutional provision of upper Houses at least in states as these Legislative Councils (Vidhan Parishads) are ‘white elephants’ at public-expense to rehabilitate political favourites of political bosses with no fruitful aim behind these.
It may be recalled in post-emergency era of 1977, Janta Party governments had rightly abolished Vidhan Parishads in many states with just five states left with these ‘white elephants’. But gradually more and more states have revived Legislative Councils in states. It is high time that to start with provision of upper Houses in Indian states may be abolished altogether to largely reduce legislative expenses on state-exchequers.
