Inclusive education is central to high quality education: UNESCO document
The UNESCO document "Policy Guidelines on Inclusion in Education" states that inclusive education is not a marginal issue but is central to the achievement of high quality education for all learners and the development of more inclusive societies. Inclusive education is essential to achieve social equity and is a constituent element of lifelong learning, it claims.

The 36-page document, divided into two parts, namely, 'Inclusive education: rationale and developments' and 'Moving policy forward', maintains that quality of education is needed to seen in terms of responsiveness  to diverse children’s learning needs and relevance to their lives.

Published by Paris-based  the United Nations Educational, Scientific and Cultural Organization (UNESCO), the document views inclusion as a ‘process of addressing and responding to the diversity of needs of all children, youth and adults through increasing participation in learning, cultures and communities, and reducing and eliminating exclusion within and from education’.

The document stresses that need for ‘changes and modifications in content, approaches, structures and strategies, with a common vision that covers all children of the appropriate age range and a conviction that it is the responsibility of the regular system to educate all children’ by aligning teachers’ education to inclusive approaches to support societal development, thereby ensuring that each citizen is able to participate effectively in society.

"The combination of weak performance and high drop-out rates is attributed to a wide range of external and internal factors that directly affect the quality of learning processes. Quality and equity are thus central to ensuring inclusive education," asserts document.

In India, we need to draw motivation from this document to come out with long pending revision of National Policy on Education which takes a stand on quality of education and provides a paradigm shift towards a inclusive and equitable education.
