IT APPEARS that India's concessions to Pakistan over the resumption of composite dialogue did not come for free but only after our recalcitrant neighbour admitted that Lashkar-e-Taiba was indeed responsible for the Mumbai terror attacks.
In a 36-page dossier handed over to the Indian side, Pakistan has identified LeT operations chief Zaki-ur-Rehman Lakhvi as the person responsible for masterminding the entire Mumbai terror attack. It also has admitted that Ajmal Amir Kasab as a Pakistan national along with other terrorists killed by the Indian security forces.
It is only after the Pakistan made this major admission that the Indian side decided to be more accommodating to their concerns. The dossier, which was given to India has details of all the accused in the case and also identifies Zarar Shah as the in charge of the entire communication during the terror attack.
India considers this admission to be positive step towards the prosecution of the Pakistan based terrorists responsible for planning and executing the entire Mumbai attack. This also paved the way for India to make some concessions on resumption of dialogue.
