I remember one saying my father used to quote often, "If the citizens are law abiding then there is no need of Law;when they are not then there is no use of Law" After all the present scenario only reminds us of the widely known concept that "politics is the last resort of a ......." Even the parties that recite too many things about morality ethics so on and so forth, give the ticket to such people and we are left with no alternative but to elect among them. The great jurist Nany Palkhiwala once observed that in our country we enact during every session of the parliament and assembly too many Laws while the simple traffic Laws are observed more in their breach which shows that there is no civic sense to combat such things unitedly as otherwise the instances like Khasab etc., do not find a place.
