Introduce a Class IV board exam
However, this system would be better suited for Class V, in the same format as the board exams, so that the children are at least prepared with basic academic knowledge. This would ensure a smoother schooling system.

DELHI MAYOR Dr Kanwarsain, should be lauded for his suggestion on holding exams for children after Class IV, in order to ensure that the academic merit of the student becomes the reason for his/ her acceptance into schools of repute. This would also cut down on the amount of corruption in the education system, as the systems of donations to schools would be revoked.

However, this system would be better suited for Class V, in the same format as the board exams, so that the children are at least prepared with basic academic knowledge. Further, on may even hold them after the Class VI, so as to divide 12 years of school education in two equal parts. This would ensure a smoother schooling system, and provide children with a greater maturity for their board examinations held in higher classes.
 
In such a system, fresh admissions may be made to seventh class by merit-list, prepared on basis of these examinations. This system will compel children of affluent families also to go to government or government aided schools, resulting in restoring the lost glory of these schools to 1960-era when top-ten students in the Higher Secondary examinations used to be from government-aided schools!
Moreover, affluent parents will have to re-think before ‘donating’ huge sums for getting admissions in costly public schools.
