Jehadi terror: Indian intelligence agencies need to change their outlook
Let there be no doubt that the 10-member Kanpur & Lucknow-based jehadi module of ISIS would have escaped scrutiny but for the persistent efforts of Telangana ATS force, who had placed an intelligence unit inherent in it. This ATS continuously monitored the said module. Members of this ATS were even travelling in the compartment beyond the next compartment of Bhopal-Ujjain passenger train which this module targeted as an experiment.

The big problem which the Indian intelligence agencies face now is that unlike other modules which are supplied and aided by the foreign powers both in terms of money and weapons, this ISIS module was self-motivated by viewing ISIS web sites and money arranged by selling their own small properties. One Arif, a member of this module sold his small plot to buy two 9mm pistols from regular gun runners. To test the efficacy of these weapons he even killed an old retired principal of a school in Kanpur. But instead of investigating, UP police buried this case.

The same seemed to be happening to the Bhopal-Ujjain passenger train blast, a low-key test by this module, all thanks to slothful work by the Madhya Pradeshpolice. Had it not been for Telangana ATS which trailed this module relentlessly, India would have been shaken up by another major jehadi terror attack orchestrated by this ISIS module. Even though this module has now been neutralised, many more such modules could be active across the length and breadth of India needing immediate identification and eradication. But, the question is, how?

It is time that Indian netas shed their turf battles with the Centre overlaw &order, it being a state subject. Let a Counter Terror Centre be establishment in Delhi which would be connected to all police stations in states across India by national grid. Each state police should have an ATS squad constituted like Telangana police ATS. NIA should have powers to nab anybody from anywhere in India concerning terror. Fast track courts must be established in all states of India to try and punish a jehadi once caught. All terrorists must have this conviction that they will be caught and that they will be severely punished, come what may.
