IT CAN happen only in India when a person who can’t even vote properly as Lok Sabha member continues to govern a state-government in his dual capacity as a Chief Minister also. Medical fitness should now be a must for being in legislature to avoid such cases like also of George Fernandes who could not even take oath properly as Rajya Sabha member.
Rules should be amended so that a parliamentarian may automatically lose membership of parliament on taking oath as minister in a state and vice versa. Earlier also, a single controversial vote from the then Orissa Chief Minister Girdhar Gomango in his capacity as Lok Sabha member defeated Vajpayee government dragging country into costly mid-term elections.
Black-mail, corrupt and non-ideological politics of convenience should be ended by electing prime minister/chief ministers by secret and compulsory vote of all members of the Lower House through electronic voting machines (EVMs) on nominations signed by at least one third of the members. Such an elected leader may only be removed by the same process but with compulsion of naming alternate leader in the same motion. System will ensure stability of governments and full terms of Houses effectively checking unholy bargains in formation or breaking of governments.
