J&K to have computerised land records: Revenue Minister
Jammu and Kashmir government is planning to computerise the land revenue record and also issue passbooks to the owners. Disclosing this plan in the state Assembly, Bhalla informed that the National Land Management Scheme will be implemented this year
IN A move that will go a long way in helping small farmers and landowners in the state, the government in Jammu and Kashmir is planning to computerise the land revenue record and also issue passbooks to the owners.

Disclosing this plan in the state Assembly on Wednesday (August 19), Revenue Minister Raman Bhalla informed that the National Land Management Scheme, which is fully sponsored by the Central government will be implemented this year to ensure complete computerisation of the revenue records. 

In a detailed reply to the debate held in the House on demand of grants for the departments under his charge, the Revenue Minister said that an amount of Rs 15 crore has been made available by the Centre for this purpose. To monitor the implementation of National Land Management Record Programme effectively a committee headed by Chief Secretary has been constituted. Likewise, land settlement and registration of records would also be computerised to make these available on line, he said. 

Bhalla said that government has delegated powers to the concerned Deputy Commissioners, Divisional Commissioner and Finance Commissioner to clear land acquisition cases for developmental schemes adding that DCs would be empowered to clear land acquisition cases upto Rs 1 crore, Divisional Commissioners upto Rs 2 crore and Financial Commissioner upto Rs 5 crore. 

He also informed the House that out of 82 tehsils, settlement work has been taken up in 39 tehsils of the state. To speed up the work, the minister said the government plans to create more posts of Patrwaris and technical staff and also plans to purchase Electronic Total Station (ETS) and measuring machines and strive to complete settlement work as early as possible, which will shorten the period of settlement operations/computerisation.

Bhalla said that the villages having more population would be bifurcated during settlement operations. Moreover, the survey for more patwar halqas also been conducted. 

Regarding relief to the earthquake victims of Poonch district, Bhalla informed that the DC Poonch has been directed to speed up the process and identification of the cases so that immediate relief is made available to them. He said that Divisional Commissioners have been asked for safeguard of migrant property and sale of migrant property would not be allowed on distress rates.

The minister also said that nobody will be allowed to grab government land in the garb of Roshni Act scheme and the officers found indulging in misuse of the Act would be dealt with seriously. 

Regarding issuance of pass books to the farmers, Bhalla said that wherever the settlement work is completed the pass books will be issued to the farmers.
