THE ORISSA government’s plans for industrialisation at Kalinganagar is about to come undone. The recent crime by Maoists is proof that Kalinganagar is under their custody. The incident took place last Wednesday at the Bramhanipal police outpost. An ASI and one constable were brutally murdered. Though many criminal activities has raised their head after industrialisation, neither the district administration, police administration nor the state government has taken any remedial steps. There are 70 cases at Jajpur Road and Kalinganagar police station. It is surprising that though the cases involve 20 to 25 persons, the police has only been able to arrest Chakradhara Haibru (junior) and Nanika Jamuda. Though crimes like murder, attempt to murder, attempt to rape, loot, have been filed against the suspects, police have still not taken any action.
The most important thing to note is that the accused are associated with the Maoists and the Naxalites. These elements appear to be taking advantage of the inaction of the police, district administration and the State government. They have indirectly taken Kalinganagar under their custody and have declared it as their freelancing zone. In such a situation, the stagnancy and incompetency is not only creating obstacles in the way of development and industrialization but also spreading terror among the people. These criminals who are currently at-large have a number of cases pending against them at Harichandanpur police station in Keonjhar district. Criminals like Mathura, Sani Soe, Dabur Kalundia, Jogen Jamudia and others have been ducking non-bailable warrants; though 15 out of the 20-25 have been issued non-bailable warrants by the court, police have still not activated any of these warrant orders. The motive for lethargy on the part of the police force, is yet to be established.
Residents of that locality wonder whether the government wants to progress through industrialisation and whether it has any serious intention of hunting down anti-social activities? If no such immediate action is taken to tackle the situation, Kalinganagar could soon turn into a fort for Maoists and criminals. The government's dream of industrialisation for the state would remain a dream. After the murder of the ASI and constable at Bramnipal, people are afraid of a repeat of terror at Kalinganagar. No one knows who the Maoists will target next. Kalinganagar has gradually became a freelancing zone for Maoists. Who will bell the cat? The district administration, police or the State government? This is the big questions being asked by residents of Kalinganagar.
