Khattar govt regularising illegal licences issued to builders by Hooda
While campaigning during the last Haryana Assembly elections, Narendra Modi had alleged that Bhupinder Singh Hooda-led Haryana government had benefited the builders by violating rules, also promising action if his party came to power.

The BJP is in power for the last about three and half years in the state and the CM of Modi's personal choice, Manohar Lal is at the helm of affairs. But to speak of taking action against various acts of connivance between the builders and officials and flouting of rules during Hooda's tenure, the Khattar government is acting totally opposite by officially endorsing some of the decisions taken by the Hooda government.

Sector 17 of Gurugram district is reserved for rehabilitation of industrial workers in the master plan which is a legal document for developing the area. But two months before the last Assembly polls, the then DTCP issued three licences to a builder for developing group housing, plotted colony and commercial colony in sixty acres, on 16 June, 2014.

Manohar Lal-led government instead of cancelling the illegal licences converted as much as 13 acres of land from the above licences under Deen Dayal Jan Awas yojana to benefit the builder on 7 November, 2017. In this way the builder's illegal licence was legalised and he was given benefits to the tune of about Rs fifty crore which he was supposed to pay as external development charges to the government under the Deen Dayal Jan Awas yojana.

Moreover, the builder got more area for sale under new scheme. Not satisfied with this favour, the builder again approached the government for conversion of thirty acres of more land.  His application is still pending with District Town and Country Planner KM Pandurang. However, despite repeated calls, Pandurang did not responded.
