JUST A few days ahead of the Hisar bypolls, a visibly shaken UPA government is getting into the defensive mode led by the meek Manmohan Singh, as it assured anti-graft crusader Anna Hazare that the Centre is looking forward to make a strong Lokpal Bill ‘in near future’. With some of the leaders from the Congress stating that there is a strong hand of the RSS behind the civil society movement that rocked the nation for a period of two weeks, Hazare’s aide Arvind Kejriwal is urging people to vote against the Congress in the upcoming bypolls as the party has not brought into effect the Jan Lokpal Bill.

However, Law Minister Salman Khurshid said that based on the idea pitched in by Congress General Secretary Rahul Gandhi, the party is also considering to give the Lokpal more constitutional powers than even the Election Commission. If everything goes as suggested by Rahul Gandhi, then the Lokpal stands a chance of enjoying more power and stature than the EC. The news agency Press Trust of India PTI quoted Khurshid saying that, “We are working on a very strong Lokpal bill. A Lokpal bill that will come with a constitutional amendment. That amendment will give the Lokpal the status of a constitutional authority”.
What needs to be seen here is a clash of interest between the Congress and the Bharatiya Janata Party. Just after a day senior BJP leader LK Advani flagged off his Jan Chetna Yatra from Bihar after lashing out against the ruling Congress, the Congress has now stated that the Lokpal will be reinforced into the system but that will happen only when two-thirds of the MPs from both the Houses of the Parliament support it and bring about some more changes in the Constitutional draft.
