MAMTA BANERJEE arrived at the parliament house to present the Railway budget on Wednesday. This time the railway minister focused on finishing pending work including modernization of the four major stations in the capital. Mamta said that the railways must serve as an example to promote inclusiveness in their functioning, keeping the needs of all sections of our fellow country men in decisions and deeds. The Railway proposed INR 41426 crore, the highest ever investment plan, to provide an efficient, customer focused and modern railway network. There will be no increase in the passenger fares of any class or category of train.The Railway is committed to take up socially desirable projects connecting backward areas of the country. The railway minister announced RFID technology will be introduced of wagons, allotment of the rakes would be accessible through the web. To upgrade the railway infrastructure, the minister said a centre for Railway Research will be set up at IIT, for research in key areas of railway tracks. To promote industrial activity, the railways would welcome investment through PPP mode for providing rail connectivity to important ports.
The minister also talked of safety for women and promised to raise dedicated RPF units. She also concentrated on The Common Wealth and said a special train Commonwealth exhibition will tour the country to commemorate the event and spread the massage of inclusive sports and she includes that all Delhi stations conform to some global standard before the games. The railway has set an ambitious target of adding 25000 km new lines over the next 10 years. While higher reliance on Public Private Partnership (PPP) model should help in achieving these targets, low provisions for funding and slow execution remains key concerns. Overall this budget is full of good intent and hope for the coming years. The budget is already dedicated to the ‘common man’. Mamta is aiming high to reach her goal. If you aim high to reach the stars one day you will at least reach the tree top.
The present Railway minister Ms. Banerjee submitted a list of her promises, not the railway budget. Budget is a complete statement of estimated Expenditure vis-a-vis Originating Resources, Surplus, Operating Ratio etc. which are absent in her promising lecture / statement .
