Mayawati's government: No ear to public woes
The Mayawati government, which came to power by championing the causes of common public in general and public belonging to scheduled caste in particular, is flouting the RTI Act. Bureaucrats pay no heed to people's woes.
THE ADMINISTRATIVE setup in the office of the UP chief minister Mayawati is flouting the RTI Act. Also the system has no ear to hear the voice of the suffering children or their parents. In first week of June 9, 2008, two youth Sailendra Jatav (aged 18), Sonu (aged 17) died in an electrocution accident and more than six others were injured in Nagala Baba of district Etawah, under police station Civil Lines, besides huge damage to property.
The electric accident occurred when a high tension (HT) electric line fell on low tension (LT) electric line in resulting spread of current various house of the area and took toll of the above two children belonging from scheduled caste community and six others were injured. It is totally against the preamble declaring welfare state of Constitution that no officer from electricity department could reach to the accident spot except the SDM of Etawah. Electrocution and electric accidents are very common as a result of dereliction of duties and non-following of maintenance of norms by electric personnel. Prior to this accident another electric accident had taken place in a village of district Orraiya. This newly made district was earlier a part of district Etawah. In the above cases of electric accidents of Etawah and Orraiya, no compensations, as per rule, were given by UP Power Corporation Limited.
The child right activist Kamakshiamba, of Janadhikar vide complaint No: Janadhikar/Pari/2008/2196, dated May 10, 2008, moved an application to the chief minister Mayawati, mentioning details of the electrocution incident. Copies of the same were sent to the district magistrate, Etawah and the chairman, National Human Rights Commission (NHRC) by speed post and also by email but no action from any apprised till elapse of four months time. In this, Kamakshiamba prayed that rupees five lakh be given for each death case and compensation be given accordingly to others injured or property damaged. On going unheard an RTI plea was filed with the office of the chief minister by Kamakshiamba vide No.Janadhikar/Pari-RTI/2008/2232, dated September 12, 2008, which could not be replied for another two months (30 days for reply is envisaged in RTI Act, 2005). Visualising slackness and sorry state of affairs Kamakshiamba was compelled to file an appeal vide letter No.Janadhikar/Pari-RTI-OLN-2232/2008/2257, dated November 1, 2008 with Navneet Sahgal, IAS, secretary, CM, UP but this also could not be replied till today, after elapse of another four months time again compelling Kamkshiamba to file an appeal before the chief information commissioner, UP, Lucknow. See the plight of government of UP under the leadership of Mayawati came in power by championing the causes of common public in general and public belonging to scheduled caste community in particular. Does this not reflect dishonouring to RTI Act and adamancy that not to reply the request? Here it’s worth reported that Kamakshiamba also raised another electrocution death of one Dipak Yadav, aged 9 at Mohanlal Ganj, Lucknow on July 6, 2008, vide letter No.Janadhikar/Pari-NHRC/208/2206, dated July 7, 2008, addressing chairman-cum-managing director (CMD), UP Power Corporation Limited, Lucknow, copy of which were given to chairman, NHRC, New Delhi.
