Missing names from voters' list: A disappointment
Missing name from the voters' list was a major issue in the General Elections 2009. Several people found their name missing from the list in spite of valid voter ID card. The Election Commission should take a serious note of the problem
ELECTION ARE an essential course of action in any democratic country. Elections in India have always captured the attention of the world, for involving largest electorate in the world. The entire process of 15th Lok Sabha Elections has been completed successfully; except some minor events of violence. Election Commission deserves our congratulations for organising the biggest democratic exercise in the world, so satisfactorily and peacefully.

However, one main deficiency observed during the elections was 'missing names from the voters' list'. 'My name is missing from the voters' list' is a common complaint from many voters across the country.  Despite haing a valid voter ID card, seevral Indian citizens were not allowed to caste their vote as their name was missing from the voters' list, resulting in lots of frustration nd confusion among the voters.

“I cast my vote every time. This time my name is missing from the voters' list. I am searching since morning, but unable to find. I am having Voter Card but authorities are not allowing me to caste my vote,” said a voter full of disappointment. When enquired, the officer on duty at polling booth  said, “What can we do? It is not our fault.” Some officers say, “Every year names of many voters go missing from the voters' list, there is nothing new.”  

It is not only the common people; even some prominent people also found their name missing from the voters' list. Senior Janata Dal-United Chief Sharad Yadav found his name was missing this time from the voters’ list in Madhepura Lok Sabha constituency in Bihar, although he was elected to the Loksabha from Madhepura thrice.

BJP prime ministerial candidate, LK Advani found his name missing from Gandhi Nagar constituency. Legendary Film actor Kamal Haasan was urging everyone to caste their vote. But due to the mistake committed by Chennai Corporation, he was unable to cast his own vote. Indian Skipper MS Dhoni, Priyanka Chopra, Irfan Pathan were amongst other celebrities who could not spot their name in the voters' list.

And, most surprisingly, Chief Election Commissioner Navin Chawla, found his name missing from the voters' list after reaching the polling booth. If a person, who is playing key role in the whole electoral process, organising each and every process, found his own name missing, what common people can expect.  

The Constitution of India provides every citizen - The Right to Vote, freely, without any pressure. It is the responsibility of every citizen to caste their vote and accomplishes his responsibility towards nation. When people are having Voter Cards, it is clear that, their names should be in the voters' list. A single vote can change the result. Where the winning margin is very meager, these missing votes can make a difference.

Deletion of a name from the voters' list is a clear violation of the fundamental right of the citizens. It is a crime and those, who found guilty, must be punished. Due to the negligence of authorities, people are facing unnecessary harassment.

The election office, where these voters' lists are prepared, must look into the matter seriously. It is observed that checking of voters' list is started after the announcement of Election, which is a wrong practice.

voters' list must be prepared throughout the year. Cross checking of voters' list should be completed on top priority, before announcement of election, to save voter from such pestering situations. If voters face such problem at the time of voting, Polling Officer should help voter. A voter should be allowed to vote, on the basis of proof of his identity ie, Ration Card, Pan Card, Driving license etc.

If a voter’s name is deleted from the voters' list, due to some reasons, it must be brought into the knowledge of senior officer immediately. It is the responsibility of senior officer to check the fact before approving the deletion. Voter should be intimated, along with the reason why his name is deleted form the voters' list. voters' list must be signed by the person who has prepared it and who has approved it to fix the responsibilities.

Today, it is not impossible to maintain the voters' list up-to-date with help of excellent equipments available now days. The only thing required is to keep in mind that whatever addition or deletion is done in voters' list, it should be done after proper investigation. It is the responsibility of Election Commission to remove such flaws in the voters' list. So that the polling day remains a pleasant experience for every voter.
