Mizoram's Chakmas affected by border fencing
According to a survey conducted by the Indo-Bangla Border Fencing Affected Families Resettlement Demand Committee, a total of 5790 families comprising of 35438 persons from 49 villages of Mizoram, have been affected by the Indo-Bangla Border Fencing.
ACCORDING TO a survey conducted by the Indo-Bangladesh Border Fencing Affected Families Resettlement Demand Committee (IBBFARDCOM) a total of 5790 families comprising of 35,438 persons from 49 villages of Mizoram, have been affected by the ongoing Indo-Bangla Border Fencing. These villages are located on the river banks of Thega, Karnaphuli, Harina and Sajeik which form the natural boundaries between India and Bangladesh.
They have lost their lands, on which they used to cultivate their crops and vegetables which earned them some money which they could use to pay their children's tuition fees. It is sad news that their only source of income have been eaten by some companies, namely, four public sector construction companies - National Building Construction Corporation Ltd, Border Roads Organisation, Engineering Projects India Limited and National Projects Construction Corporation Ltd - in order to carry out construction of the 318km border fencing alongside the borders of Mizoram and Bangladesh.
In the very beginning, the Chakmas of Mizoram had strongly opposed the Indo-Bangla Border Fencing but to console them, the Central government and the State government had given an assurance that all displaced victims would be awarded reasonable compensation funds. But it has been reported that the compensation has not yet reached the victims. Meanwhile, certain other people have been busy making land passes in the name fake land owners.
Neither the Central government nor the State government of Mizoram, has devised any resettlement and rehabilitation plan. The villagers are demanding that equal compensation be given to genuine victims. In certain villages, some people have received only a few thousands while others have received nearly a crore. It has been found that many of the victims have not received any compensation at all. The villagers want a CBI investigation in their places so that the culprits are punished and strong legal action is taken on them. The victims feel that the Central government should provide more funds for the compensation. They even said, if they could have sold those lands and paddy fields, they would have been worth 50 per cent more compared to what the government is currently paying. It is estimated that there are about nearly one lakh Chakmas living in Mizoram. At least 35000 have been displaced. Where they will go and settle? Their livelihood is in danger.
Despite FIR complaints submitted to the Lawngtali police by Laxmi Bikash Chakma, BJP President (Chakma District Council), no action has been taken and the culprits have not been brought to book. The concerned authorities need to take immediate action against those culprits and it wold be best if they could send a CBI team for enquiry. Hopefully, this blog will meet the eyes of worthy officials, and steps will be taken to end this tragedy of fake documents and forgery. Lastly, I appeal to the ex-Deputy Prime Minister, L K Advani. It has been reported that he laid down five principles after his big defeat and I would like to point out two out of his five principles - 1) oppose anti-people policies and 2) raise issues of people’s concerns and he even said “we will certainly win the trust and support again. But right now, our reward lies in discharging our daily duties patiently and with a positive approach”. So, if he wants to win the trust of the people, he should raise this issue in the Parliament.
The incriminating documents can be collected from the DC office, Lawngtlai (Mizoram) and one can even track down those persons involved in this racket. The names of the accused appeared officially in the issue of Shillong Times dated June 22. The Chief Secretary of Mizoram has himself agreed and accepted that BADP funds have been misused in the last few years. It is also said that the Mizoram Anti-Corruption Team has already visited the Chakma Autonomous District Council but that it had not find much evidence.
