Money being wasted in redtape while replying to RTI applications
It refers to news-item whereby Election Commission of India had to provide copies of as much as 7553 pages of documents free-of-cost to an RTI petitioner.
IT REFERS to a news-item whereby Election Commission of India had to provide copies of as much as 7553 pages of documents free-of-cost to an RTI petitioner after the first Appellate Authority at Election Commission itself held that demand for copying charges was made on 32nd and not 30th day as stipulated under RTI Act.
 
It is the usual tendency of public-authorities to reply on the last day even though reply may be ready much earlier because mindset of most Public Information Officers (PIOs) is still allergic to accept the noble spirit of implementing RTI Act in the country.
 
Even demanding such high costs by including irrelevant and unsought documents is part of PIO’s strategy to discourage RTI petitioners from seeking information. Best way to overcome such strategy is to put burden of copying charges where documents are to be provided free-of-cost for fault of PIO like late response, then the cost may be recovered from salary of concerned PIO.
 
It is observed that PIOs usually spend postal-expenses of Rupees 54 (27x2) in demanding a cost of just Rupees two for one page of copied document apart from spending extra man-hours in responding after receiving the demanded cost. RTI petitioners have also to spend likewise unnecessarily for a petty sum of like rupees two.
 
 
Clearing system for cashing postal-orders of such petty amounts, which are generally not available too, is also unnecessarily burdened apart from spending much more than value of such postal-orders. The practical way is to provide first say six copies of documents free-of-cost. Full cost (including of first six pages) may be charged from seventh page onwards.
 
 
Many public-authorities like Supreme Court spend heavily in responding by costly registered-post. Public-authorities should be directed to respond for RTI petitions only by much economical and reliable Speed Post service in cities with Speed Post facilities since Speed Post is sometimes economical than even unreliable ordinary post.
