Mr. Suresh Prabhu why you exempted AC First Class from surge pricing?
Exempting AC First Class and executive Chair Car in premium trains from flexi-fare (surge-pricing) recalls a recent discussion held in Lok Sabha during question hour on August 10, 2016.

During that discussion, a Parliamentarian, who questioned raised question on the practice of making daily bookings by parliamentarians especially from their constituencies for New Delhi so as to have multiple choices of travel on any of such reservations, was isolated with Parliamentarians cutting across party-lines were shockingly supported by comments of the Lok Sabha Speaker that nobody makes reservations for fun!

Evidently it is carelessness rather than fun that Parliamentarians do not care to cancel unutilised rail-reservations, because nothing goes from their pocket even if they do not utilise their reserved accommodations.

Union Railway Minister in larger public interest and national interest must clarify why and how AC first class air and executive chair car class in premium trains were exempted from from flexi-fare (surge-pricing)?

He should also clarify why middle-income travellers were targeted giving luxurious exemption to elite rich from such fixation of tariffs in premium trains.
