All political parties must come to a unanmous decision to impose President's Rules in any State if the State does not make progress on certain agreed parameters like roads, infrastructure, education, job creation etc. By doing this, those States which are lagging behind will get a solid push for embarking on a new chapter with vision, mission and zeal. Someone had rightly remarked, "a man without vision is no good". The same thing applies to each State in the country.
