National Education Policy of 2019 must consider 'School District' as geographical entity for implementation of policy
The book " Dawn of pace-setter schools: The scheme of Navodaya Vidyalayas " authored by Dr Lalit Kishore who also writes for Merinews as a citizen journalist has been listed a reference book by Clayton County Public Schools' gifted and talented education (GATE) program with support service to schools in the school district.

Clayton County Public Schools (CCPS) is a public /government school district located in Jonesboro, Georgia, U.S. With over 55,000 students, CCPS is the fifth largest school district in Georgia and is ranked among the 100 largest school systems in the U.S., informs Wikipedia post.

The CCPS also runs the Gifted Education program. "CCPS offers a variety learning options such as traditional schools, fine arts magnet schools and/or programs, Career, Technical, and Agricultural Education (CTAE) Pathways, online courses, and Gifted Education programs," it adds.

The draft National Education Policy -2019 must take a leaf or two from the US Government school system for better implementation of the policy.  In the US, a public school district is a geographical unit for the local administration of elementary or secondary schools.

Thus, the school district is a special-purpose government entity that can be administered independently or be dependent on the local government, such as a city or county. In a , the education management is close to the schools.

It is learned that Clayton school district is highly diversified with 90 different ethnicities and countries represented. Thus, the education is pluralistic and administered locally.

In this school district, seventy-two (72) different languages are spoken, with the largest two foreign languages being Spanish and Vietnamese. Education in a school, thus, addresses the diversity of learners with a good amount of autonomy. Some schools CATE programs with a teacher support system and there are no separate school for the gifted children.
