National Public Forum - The Fifth Pillar of Indian Democracy
Anna's movement was actually the fallout of a true and dedicated absence of a Public Forum Body and a related system where Bills are to be referred to the general public, and also bills have to be custom built or changed as per the societies needs.

ANNA'S MOVEMENT was for the people, by the people and of the people. This movement was not a revolt or public pressure but purely a huge debate on a vast public platform involving millions of households across the nation irrespective of social class, creed or religion. This actually is a true democratic process rather than something against it, as was stressed by the few controllers of our nation. It rather forms the Fifth Pillar of our Democracy.

Romans had autocracy as the senate discussed and passed laws, rules and regulation defunct of general public opinion but only necessary to their rule only, hence was actually an example of true mobocracy. Democracy is the derivative of this roman system purely based on the will of the people where the parliamentarians take heed of public opinion before passing of any law. Sadly, this system over the years was put on the back burner by our political parties who passed whatever they felt was correct whether or not the general public approved of it or not. Such ‘Cold Bills” were passed in a plenty from time to time like; bills relating to ‘Reservations of SC/ST/OBC. This mobocracy still exists today in our parliament. Sadly, the four pillars of our Democracy like the Legislature, Executive, Judiciary and the Press stand corrupt and dominated to the core by corrupt handful of rulers of the NDA and the UPA. The few leaders of these parties are the true kings and queens of our country today. True monarchs in the correct sense of the word.  

Actually, Anna’s movement has far greater ramifications than foreseen by anyone today. The biggest fall out of this is that at-last a silent public has its tongue back or has woken up to its rights as guaranteed by our constitution. This ‘Tongue’ or ‘Freedom of Speech’ if not directed or controlled correctly by formation of a public address and forum system to vent out the public’s its true feelings might ultimately lead to the demise of our remaining democratic system. Actually, such public outrages are a prelude to any public revolution. It hits the country silently, with a lethal and deadly fallout resulting in utter chaos and demise of fair and free public governance. The biggest sign of its advent is a silent public, which erupts suddenly in an explosive manner of fashion just as a silent volcano does.

Our parliamentarians also are incompetent to handle public debates in the parliament due to lack of knowledge, education and experience as compared to that of the members of general public as a collective. A parliamentarian who has a doctorate and another parliamentarian who is illiterate does not matter at all if public opinion is sought before passing of a bill;  as general public includes mass ideology fomented by a strong public opinion led by highly learned, educated and experienced members belonging to all the sections of the society, spread across the nation. Though it matters a lot when the parliament without deriving public opinion starts passing laws without taking the simple go-ahead from the public, which have given them true mandates. This is sadly the case with our present system of governance in India today.

Parliamentarians have to consult their constituencies before passing of a bill. This is the need of the hour to inhibit births of numerous Anna’s in every nook and corner of India bringing the country’s democratic system to a virtual standstill and halting our democratic process with it. Apart from this, the government needs to quicken the process of passing of laws and requires a competent and a professional system in place, which has the public’s sole opinion as its main ingredient in passing of a bill unto a law. This will also curtail the near absolute power of our legislature and curtail corruption to a large extent.Public forum debate is one way of addressing this problem. It actually should be a prelude to all the bills to be passed by our parliament. These should not include bills, which relate to normal functioning of the government but bills, which affect public life at large. A nationalised and independent Public Forum Body has to be in place with vast powers on a similar platform as our Judiciary exists today.

The Free Press is the best platform to conduct this business. They have to make this system more transparent and competitive in order to have the desired effect. The above mentioned  public body should be authorized to hold such public debates with its members duly elected from the general public by way of elections or vote or simply put elected members of Resident welfare associations, village panchayats. These debates should be nationally televised, with the viewer’s voting for or against the bill after the conduct of the debate by calling, SMS or by E Mail. Such debates should argue about topics of national importance, typically involving foreign or domestic policy matters .Here a "Common Man” would understand the significance of such debates and should be able to have its say. Similar to policy debates in Parliament, the debate in public forum are the need of the hour. Correct Bills have a strong relevance to a healthy Public life and vice versa. Today, the real world has more ability to decide for itself then their elected members what is good for them and what is not. In rural areas, newspapers should be able to distribute and collect these public forms on and behalf of such public debate bodies. The Village Panchayats too can voice their opinions to the Public forum committees by casting their votes. ATM  should be modified and set up across length and breadth of the country where UID cards can be swiped for voting in  such public forums.

Today, we have to create a foolproof and a strong system of Public Forums to take public opinion from time to time regarding Social, Domestic and foreign policy matters to avoid such mass movements like ‘The Jan Lok Pal Bill movement’ resulting out of sheer parliamentary failure and negligence in addressing peoples problems.
