After witnessing the poor sanitation and toilet facilities across the state of Odisha, the Nirmal Bharat Abhiyan has targeted to construct 70 lakhs toilets during the next decade. The initiative is seen in a very optimistic light regarding sanitation of the people.
WITH AN objective to expedite comprehensive sanitation coverage in the rural areas, the Nirmal Bharat Abhiyan (NBA) has set a target of construction of 70 lakh toilets in the next 10 years in the state.
A target has been sent for construction of 12 lakh toilets this year. However, as both the government machinery and NGOs have allegedly failed to achieve the target, the Palli Sabhas is likely to set the impetus for expeditious construction of toilets, said principal secretary, rural development S N Tripathy.
Rural development minister Bikram Keshari Arukha said that Individual Household Latrine (IHL) in both BPL and identified APL households within a Gram Panchayat, Solid & Liquid Waste Management (SLWM) for the proposed GPs, provision of sanitation facilities in all government schools and Anganwadi centres and appropriate convergence with MGNREGS will be taken up under NBA. “Implementation of NBA is proposed with the GP as the base unit with a vision of Nirmal Bharat by 2022 with all GPs attaining Nirmal status”, he added.
As per the new guideline, the incentive amount has been increased from Rs 3200 to Rs 4600 and the minimum beneficiary share will be Rs 900 in cash or labour. Apart from this, an amount of Rs 4500 can also be dovetailed from MGNREGA.
