It seems that Narendra Modi led Govt. has buckled under the pressure of Punjab Chief Minister, Parkash Singh Badal. Union home secretary's letter to Haryana Chief Secretary to convey the Haryana Governor, Jagannath Pahadia to reconsider the assent to separate Gurudwara Parbhandak Committee Bill is described in political, administrative and media circles as major political and administrative blunder of Modi Govt. which could have far reaching political implications.
government has taken the stand that Haryana Assembly which has passed
resolution of a separate committee is not competent to do so whereas
a Haryana Govt. spokesperson told said under Punjab reorganisation
act, State Assembly is competent to pass such bill.
Secretary's letter has put Governor Pahadia in very embracing
position as he reportedly do not want to be seen disobeying the
directions but at the same time he has no option in this matter.
to the legal experts in this case there is option of either
challenging it in Supreme Court or Govt. can send it to President of
India as was done in case of resolution passed by Punjab Assembly
under chief ministership of Amrinder Singh cancelling all inter state
agreements signed between Punjab and Haryana.
Haryana Chief Minister Bhupinder Singh Hooda is smiling as he is hopeful of
major political gains in coming assembly polls as now he can tell
Haryana Sikhs clamouring for separate Committee that not only Indian
National Lok Dal but BJP has also opposed the move. According to some
political analysts BJP should have refused to come under pressure of
Badal who has already proved liability for the party in just
concluded Lok Sabha polls.
the last one week things are moving with jet speed as with the
passing of resolution by the Haryana Assembly, Akal Takht, the
supreme body of Sikhs ex-communicated Haryana Minister H.S.Chatha,
Nalvi and others pressing for separate Committee and Akal Takhat has
refused to reconsider their request for withdrawing the orders.
has shot back to Badal stating that he will abide by the orders of
Akal Takhat but at the same time Badal should also resign from the
chief ministership. It may be recalled that Sikhs of Haryana have
welcomed the bill and there was not vocal protests against it. Badal
is trying to meet Narendra Modi in this connection.
