New civilian leadership is hardly going have an impact on the strenuous Indo-Pak relations!
Even while counting was still on, Imran Khan addressed his country as his party Pakistan Tehereek-e-Insaf had emerged as the single largest party. In his address he mentioned about India in a mixed tone.

Khan reiterated that Kashmir was the mainstay of their India specific foreign policy also mentioning about the sufferings of Kashmiris over the last three decades. He called upon the need for engaging in dialogue with India for peaceful coexistence. He said that he was ready to move two steps if India moved one.

Many in India who are either peaceniks or Pakistan apologists immediately raised their voices that India should reciprocate the gesture Imran Khan has displayed. Many have also said that if invited, Narendra Modi should go to Pakistan to attend the oath taking ceremony of Imran Khan. In summary, many in India have started seeing a great statesman in Imran Khan, who can resolve India-Pakistan dispute.

I had written an article titled 'The positives that emerged during the 2018 general election of Pakistan' published in this platform on 27th July 2018. After reading the article many of my friends asked me whether Imran Khan could be the leader of Pakistan who would resolve all disputes with India.

My answer was a clear no. The point to be noted is that my previous article was Pakistan specific and had no mention of Pakistan's foreign policy because Imran Khan has no role in it. Let me explain it in detail below:

Kashmir is the biggest dispute between the two countries. A permanent solution between India and Pakistan over the Kashmir issue can only be reached if either India gives Kashmir to Pakistan or Pakistan gives up its claim over Kashmir.

Kashmir is the vantage point for the Pakistan army. Once the issue is resolved the army will lose its relevance because the perception created amongst Pakistan's general public is that Islamic Pakistan will be gobbled up by Hindu India if it wasn't for the Pakistan army.

After the demise of Pakistan's founder Mohammed Ali Jinnah a void was created in the country's political scene which no other big leaders was able to fill. That was the time when the army took advantage of the situation and started intervening in the governance of Pakistan including meddling with the country's foreign policy especially vis-a-vis India. Gravity of the situation can be assessed from the fact that Pakistan got its first written Constitution after nine long years of independence.

Now coming back to Imran Khan's speech, the issue of terrorism was completely absent. India's point of view has always been that dialogue and terror can't go on simultaneously. Imran Khan didn't utter the term 'terror' even once during his entire speech. What looks inevitable is that Imran Khan, a puppet Prime Minister of Pakistan will merely function as a spokesperson of the army and the ISI.
