New Tatkal rules to end black marketing
The Tatkal rules have changed form today. Booking at counters and the Internet would start from 10 am instead of 8. Agents would not be allowed to book tickets between 10am -12 pm. Would it benefit the travellers, CJ Ashim Sunam tries to find out.

HUGE QUEUES are witnessed outside railway booking counters for Tatkal tickets. The sale of Tatkal tickets on the Internet and the counters used to start at 8 am. Hence, people who are eager to book tickets come as early as 4 am, hoping to book tickets for their respective destinations. But still, their attempts of booking a ticket fail, as tickets disappear thick and fast with bulk booking, especially by touts, who sell them later at higher prices.

But, such things may soon be a thing of the past, as the new Tatkal rules have been applied from today, 10th July, which state that passengers can book their tickets from 10 am - 12 pm. The best news for train passengers is that no agents, which includes those of IRCTC would be allowed to book tickets from 10-12 pm. If these rules are followed properly and the concerned authorities are strict about it, then it might well benefit the passengers, else it would be a futile exercise.

Parag Ekka off late had to face huge problems while booking Tatkal tickets. He had to travel to Patna, but after struggling to get tickets via Tatkal, he was forced to travel to Patna via Lucknow, which takes longer time. But, he had no option due to lack of tickets and his urgent work. He seems to be very pleased with the new announcement and says, “Had this rule been implemented last month, I could have saved my travel time and money.” He says this is going to help passengers. “We do not have to take tickets from those touts who sell Tatkal tickets at exorbitant prices.” Normally, these touts charge double the normal fare.

But not everyone has high expectations for the new timing and rules for Tatkal tickets booking. Pravin Rukhaiyar, who has booked tickets in the past through such facility says, “The passengers are not going to benefit much from such changes. They will still have to face problems in booking tickets.”

The Railways have primarily taken this decision, after they received complaints from passengers about their difficulty in getting tickets due to bulk booking by touts. The Railways decided to take some important steps such as CCTV installation, booking clerks would not be allowed to carry their mobiles, etc. Mr Rukhaiyar, as earlier does not seem to be positive about this step. He adds further on a negative note, “ Black marketing for tickets cannot be stopped, it will continue.”

Time to time govt. has made many changes in Tatkal reservation policy, but what happened? Like earlier i have no hope to get Tatkal tickets also in future from IRCTC. I would like to know people who are in Q for tickets from 8:00 AM, will have to leave the Q and new Q will be allowed at 10 am? There are many loopholes in this new policy and i can't trust on tatkal booking......

Atleast some relief from the touts
Good step from government but they need to be more strict not only for present but for future also because Mr. Pravin is right these agents will find another way to do black marketing of tickets

I am not sure whether this will be at all effective. Its not the scarcity of tickets but the huge demand that creates a problem. Nothing has been done to enhance the server capacity or handle the load.
