NHRC seeks report from DGP Meghalaya on rape of minor
The NHRC issued notice to the DGP, Meghalaya to submit a report within four weeks over rape of a minor girl by a constable. The 12-year-old victim, engaged as domestic help, was repeatedly raped by the accused between February and March 2012.

IN A recent order, the National Human Rights Commission directed the Director General of Police, Meghalaya on the alleged repeated rape of a minor girl by a police constable, which took place state’s capital between February and March this year. The report is to be returnable within a four weeks time.

The direction came in the wake of a petition filed by Asian Centre for Human Rights, a prominent human rights organization in April.

The petition alleged that the victim, aged about 12 years, was subjected to repeated rape by police constable Toiling Well Toi at his residence at Mawlai Nonglum in Shillong in East Khasi Hills district between February 2012 to 16 March 2012. The girl was engaged as domestic maid at the house of the accused who was attached to the Special Branch.

The petition also highlighted how the accused violated the amended Child Labour (Protection and Regulation) Act, 1986 by employing the victim as a domestic help. Engaging minors under 14 years of age is illegal under the amended Act.
