The victims had come to the pilgrim town to worship Lord Jagannath from Agatamala village in Balasore District of Odisha and were staying in the dilapidated house.
There are hundreds of old, dilapidated and unsafe buildings in Puri. Many such buildings are there right now, most of them are Maths, where pilgrims used to stay during their visit as they are very cheap in comparison to the lodges and hotels.
These old buildings are on the verge of collapse. These are abandoned and are not safe for human habitation. But neither the owners nor the Government are coming forward to demolish them.
The local municipal authorities are not rigid enough to provide safety and security. Putting up a notice reading CAUTION does not serve the purpose. Even there was no CAUTION notice in this particular case. The dilapidated buildings are not demolished. There may be different causes of such dilly-dally conduct, alleged Akhand.
The petitioner prayed for a compensation of Rs 5 lakh to the family of each deceased and action against guilty officials.
