NHRC's notice to UP govt over gang rape of a mentally ill minor girl
National Human Rights Commission (NHRC) has taken suo motu cognizance of a media report that a mentally ill and disabled minor girl was gang raped in the District Hospital, Mathura in the intervening night of 15/16 July, 2015.
It has issued a notice to the Chief Secretary, Government of Uttar Pradesh calling for a report in the matter within four weeks.

Issuing the notice, the Commission observed that the Government run hospitals are duty bound to exercise due care and heightened vigil and not to leave the helpless patients at anybody's mercy.

NHRC in a release said, "In the present case, it appears that the deficiency in the security at the District Hospital, Mathura led to this incident. If it is true, then the issue raises serious questions of the violation of human rights of the victim." 

According to the media report, carried on the 17th July, 2015, the girl, aged 10 years, was admitted in the hospital for treatment after a fall from a running train. The right leg of the girl, who is reportedly an orphan, suffered multiple fractures and had to be amputated.

Reportedly, the girl was taken away from the hospital by two men and raped. Later, she was left near a ward of the hospital.
