It is unfortunate that a distinguished luminary like Justice AP Shah due to retirement from Delhi High Court in February 2010, may perhaps not be elevated to country's highest court in present non-transparent system of judicial appointment.
UNION GOVERNMENT should carefully study the solemn message in esteemed division-bench verdict of Delhi High Court by Chief Justice AP Shah and Justice S Murlidharan in the matter of appointment of chief information commissioner. While learned judges restricted themselves in fine boundary-line of judicial limitation, yet they expressed their sentiments by giving a strong advisory note to Right to Information (RTI) activists having approached the court without mincing any words.
Advisory note to RTI activists for mobilising public-support to induce transparency in appointment of chief information commissioner should be taken as guiding note by the Union government for all practical purposes.

Why not induce transparency in judicial appointments too, which even according to Chief Justice of India had drawbacks when Justice KG Balakrishanan commented high courts in India full with favourites!
