NIPEF urges Haryana government for pay parity
Suneel Grover, Chairman NIPEF said in a letter to Chief Minister of Haryana that entry level pay scales of engineers in the state of Haryana were lowest in the country. Power Engineers should not be discriminated against in this manner, he said.
NORTHERN INDIA Power Engineers Federation (NIPEF) has urged the Haryana Government  to give parity in the pay scales to Assistant Engineers  and Assistant XEN’s working with the power utilities at entry level with their counterparts.
 
 Suneel Grover, Chairman NIPEF said in a letter to Chief Minister of Haryana that entry level pay scales of engineers in the State of Haryana were lowest in the country. Power Engineers are backbone for development of any state and should not be discriminated against, he said, as this will impact the development and  overall economy of the State.
 
Hardip Sangwan, General Secretary of Haryana Thermal engineers  Engineers Association  said there is a widespread resentment among the power engineers against the poor pay scales at entry level. He said engineers had also been denied their due pay scales during the implementation of sixth pay commission, Assistant Engineers and Assistant XEN’s, who are the backbone of power utilities and work round the clock with highly specialised and arduous nature of duties have been placed in PB-2 groups with grade pay  of Rs.5400, which is unfortunate, he added.
 
On other hand Accounts officers in power utilities have been placed in PB-3 group with grade pay Rs. 5900, whereas Haryana Govt. considered Assistant Engineers and Accounts Officers, both in equal pay scale.
 
He demanded that this discrimination needed to be rectified immediately and pay scale of Assistant XEN’s should be at par with Senior Accounts Officer in PB-3 with grade pay Rs. 7600 because Senior AO & Assistant Xen both are first promotional posts from the entry level. He also demanded that as the State Govt. has already given the third time scale to their engineers after completion of 17 year service as AE/AEE/XEN, similarly Power Engineers should be placed in PB-4 group with  grade pay Rs. 8900.
 
Grover requested the state goverment that the pay scale of Power Engineers at entry level in Haryana as well as of Assistant XEN should be modified at the earliest. The time scale after completion of 17 year of service should also be given to the Power engineers, he said.
