Rather the system should be there that no one having been active in party-politics in past should be made Rajya Sabha through nominated seats filled up through nomination by President of India. For example it was equally unfair by BJP-led NDA government having nominated its party-member Hema Malini as Rajya Sabha member even though she might not have even contested any election in past.
Dignity of nominated Rajya Sabha members should be maintained by inducing totally non-controversial dignitaries with no political links to the upper House by President of India. Moreover rule should be that persons defeated in any elections in last say six years should not be allowed even to contest Rajya Sabha elections even through normally elected seats to avoid Rajya Sabha being made a dumping ground for defeated politicians.
