Ordering probe by former Punjab & Haryana High Court judge Justice RS Madan in the Rohtak land acquisition case is an exercise to kill time and reportedly the brainchild on an IAS officer. Since IAS officers are trained to rescue political bosses from crisis situations, chief ministers consider them highly dependable.

The decision by Khattar-led Haryana government to order a probe into acquisition and release of prime land in Rohtak district during Bhupinder Singh Hooda's tenure as the state's CM to Justice Madan, backing out from its earlier commitment of handing over the probe to the CBI, is the handiwork of a top IAS officer to save Chief Minister Khattar from embarrassment. 

Khattar had earlier announced that a CBI probe would be ordered into the land scam which, however, did not go down well with his top bosses. And hence, bureaucracy came to his rescue. 

Justice Madan will seek extension for submitting his report as it may take months in identifying the actual culprits in the scam. It can be achieved if the probe is ordered under the Commissions of Enquiry Act. 

Even if Justice Madan indicts some politicians and officers, it is the discretion of the government of whether it wants to send the case to the CBI or not. 

Although I'm not familiar with the legal procedures but the million dollar question being asked in political, media and official circles is that when Rajesh Khullar, Principal Secretary to the chief minister has said that the inquiry officer appointed on the directions of the Supreme Court had established that the process for release of land was not legal, why the probe was not transferred to the CBI? 

According to the government spokesman, the inquiry officer had expressed his helplessness in judging the intentions and identifying those responsible because as many as fifteen departments were involved, so what infrastructure Justice Madan has been provided to submit his report within two months?

CBI is the only competent agency to handle this sensitive case. A probe by Justice RS Madan is just to kill time.
