Pakistan tricked Indian delegation during 26/11 attack: But it raises couple of serious questions
The revelations in the context of 26/11 Mumbai attack by TOI dated 11th June 2016 is quite shocking. As per the news report, there was a secretary level meeting with Pakistan in Islamabad conducted on 26th November 2008. There was an unscheduled and unexpected request by Pakistan official for Indian delegation to delay their Pakistan program by a day (till 27th November) on the pretext that the Pakistani interior minister (who was on tour) want to interact with Indian delegation on 27th November, 2008.

Then the Indian delegates headed by Madhukar Gupta, the then Home Secretary and around 9 other top and important Indian officials were taken to Murree a picturesque hill station some 35 km from Islamabad for an overnight stay. The report says that the communication was down because of no or little signal available for mobile phones.

On the same night the Pakistani terrorists attacked Mumbai killing 166 innocent people. When such attacks were continuing the Indian security control room was manned lightly because all top ranking officers were at Murree and their cell phones were out of reach.

The only contact mode available was through Pakistani military contact (Murree has a Pakistani military establishment) which was avoided rightly by the Indian security departments. Thus taking decisions on important aspects such as sending of NSG, coordination of their transportation arrangement, taking typical decisions was seriously hampered. Now it is clear why India failed to take immediate counter strategy to minimise the loss.

Many see it as a Pakistani plot. They wanted all top home officials of India and security in charges to remain isolated so that the ten terrorists get a window of free ride inflicting maximum damage. Pakistan expectedly remained in denial citing it mere coincidence. But too much coincident doesn't happen. Thus many rightly believe that this is Pakistan's well thought out plan to trick Indian officials and such act amounts to act of war.

But my point is different. How could top Indian officials be tricked by a country whose every action/request should be scrutinized always because of its treacherous record? Is Indian intelligence is inferior to that of Pakistan? If yes, then how can we blame Pakistan for this? After all an enemy always try to trick us, and if we can't read their deception we can't fight against them!

Second concern is why there is no second line defence at par with front line defence? If an absence of nine officials for some hours or a day can make our counter strategy ineffective, then we have to rethink our style of working. Responsibility of security of 1.3 billion people can't be left upon some ten or fifteen officials/secretaries. The mechanism should be such that even if hundreds of top people are missing for some hours due to some unexpected reasons still the next line should be able to take up counter measure very effectively.

Many countries like the USA, the UK, and France etc have their system ready to face any eventuality. Even if all the top officials of these countries including top political offices somehow remain unreachable still the system is in place to counter any type of emergency.

That's why more than blaming Pakistani deception I would like to see Indian security agency to learn a lesson from this lacuna. There must be some mechanism which should ensure the counter terrorism strategy to remain unaffected even if there is some unwanted development isolating top officials.

Thus I would equally blame Indian counter terrorism strategy for 26/11 mayhem for not able to tackle it effectively because of the absence of a failure-proof mechanism. Hope concern authorities will take a note and device the mechanism as early as possible if they have not framed it until now.
