The provinces of Cagayan and Isabela suffered the most by powerful winds and rain. The communications and roads transport of many towns was totally disrupted. According to Cagayan police Chief Roberto Damian, "The damage is quite heavy. We are clearing highways and roads to reach people calling for rescue." To minimise the devastation this time, tens of thousands of people were shifted to the safer places before the typhoon. However, this time Parma changed course to bypass the capital city Manila.
