Peoples' Voice, an NGO, urges Union Minister Nitin Gadkari to close down all illegal Toll Plazas
The Peoples' Voice, a non-governmental organization has sent a representation to Nitin Jairam Gadkari, Road Transport and Highways Minister, demanding that all the toll plazas in the country which has been setup illegally and against the National Highway fee collection rule 2008 throughout the country, especially in the Municipal Limit, should be immediately closed down. It has specially demanded that toll plaza set up at Kherkhi Dhaula in Gurgaon which been set up illegally should be immediately closed down and be shifted beyond the Municipal limit preferably near Bilaspur on NH-8.
N.G.O. headed by, S.P. Gupta former I.AS Officer and an Expert on Urban Development, Planning & Environment has urged the Minister that toll fee should not be charged at all when cess is being collected on all commuters on fuel @ 2/lt for the development of National Highways, adding that only and more than 1,50,000 thousand crore on account of this has been collected so far against only the initial estimate of Rupees 76,000 Crore for the development of Golden Quadrilateral.
It has further demanded that commuters should not be forced to pay the Toll fees if they don't want to use the toll highway rather alternate road facilities should be built. Besides service road etc should be provided to the commuters. Toll fee should be charged only when road is completely constructed in all respect worthy of smooth ride otherwise purpose of charging toll fee from commuters which they use for fuel, time saving and smooth ride is defeated.
It has demanded that toll should be charged by the mode of 'close system' i.e. as per the distance travelled prevalent throughout the world and not by the open system where one has to pay full toll fee weather he travels 1 KM or 70 KM which is very unjustified.
It has demanded that annual increase of rate of toll fee which are charged on the basis of price index is unjustified and should be charged on the basis of the expenditure occurred on the maintenance and volume of traffic etc.
It has further sought an appointment from the minister so that Peoples' Voice can present their view, point in detail before the Minister to arrive at a fair and just solution of this long standing demand of the public in national and public interest. It has cautioned the minister that if no action is taken on this genuine issue of the public at large a national wide movement against the toll plaza policy will be launched.
