It is widely believed that the board is constituted to accommodate youths from Rohtak and Jhajjar districts, where Kiloi Vidhan Sabha constituency of Hooda and Rohtak Loksabha seat represented by Deepender Hooda falls.
It is believed that the move is to mobilize support in coming elections. Rebel Congress leader Birender Singh and Union minister Kumari Selja and opposition parties have accused Hooda of giving jobs to the people of old Rohtak that comprises of Jhajjar and Sonipat districts also.

Highly placed sources told this citizen journalist that before 1977 recruitments used to be by and large on merit. But then started the process of recruitment on the basis of caste, money and political loyalty.
During Chief Ministership of Devi Lal in 1987, recruitments became controversial with a newspaper carrying report on the basis of a telephonic conversation between the then Home Minister Sampat Singh and Karnal district Police Chief P.V. Rathi, who is now police advisor to Chief Minister, in which Singh was heard instructing Rathi to provide relaxation in physical measurement criteria.
Those were not days of mobile and call was intercepted by someone. Following the controversy Sampat Singh had to sent his resignation to Devi Lal, which was not accepted under pressure from Sampat Singh's political boss Om Parkash Chautala.
After some time the same practice continued during the regime of Bhajan Lal. Cops involved in recruitment during regime of Bansi Lal in 1996 told that at that time there was some merit.
Although quota for party MLAs was fixed but they were asked to give a penal of names out of which only competent candidates used to be selected. Recruitments again became controversial when Chautala took over after toppling Bansi Lal Govt.
Although the recruitment process was held in districts, highly placed sources said that at time after a meeting of cops at Chandigarh an aid of Chautala has asked the district Police Chiefs to sign on dot line of the list.
A district police chief, who is known for his honesty, recalled that he was shocked to hear that as in a previous meeting Chief Minister had asked them to discharge their duties professionally.
There is no difference between Om Parkash Chautala and Hooda with respect to breaking law for their loyalists. In Hooda's regime appointments of jailers by Haryana Public Service Commission on the basis of walk in interviews is making media headlines. Earlier also controversial persons hailing from Rohtak were appointed on these posts.
Nine years ago Hooda had inherited a politicized and criminalised police force. It goes to his credit that he had started with clean slate. He used to say that a criminal is a criminal having no caste. He was so nice that he allowed A.S. Bhatotia to complete his term as D.G. Police although expecting that Bhajan Lal will become Chief Minister.
Clever Bhatotia had saluted Bhajan Lal in advance. Hooda did not interfered in the work of DGP Nirmal Singh, a professional cop. During his stint, law and order was under control and half a dozen known criminals were killed in encounter.
Nirmal Singh was assisted by Additional DGP Crime, Dr. John V George. Hooda had humiliated Nirmal Singh after his retirement by appointing him as chairman of Police Housing Corporation which he declined to accept.
But things started deteriorating after Ranjiv Dalal took over reins the of force. He used to get orders from family members of Chief Minister and spent more time in sports activities. He was appointed ignoring seniority of others due to caste considerations.
During the long stint of Dalal, police force was politicised and criminalised to the extent that an I.S officer, who was head of special investigating team, was caught extorting money from a Panipat based Jeweller.
A team was constituted by Dalal and he took no action against its members despite repeated alerts by the district police chiefs. After Dalal's retirement Hooda gave him a post in Haryana Public Institute.
During this period focus of intelligence chief P.V .Rathi. was also more on taking control of Olympics Association from Abhay Chautala. After retirement he was also appointed as crime advisor to Chief Minister.
Now, SN Vashsith having no godfather and support from caucas is trying his best to control the things and maintain the law and order situation. God gives him strength as there are reports that in the view of coming elections he will be replaced by someone directly and personally loyal to Hooda.
