Ratings of Haryana Discoms improve from C+ to B
Both the power utilities of Haryana have improved their rating from last year's C+ to B this year according to the Ministry of Power's fifth Annual Integrated Rating of State Distribution Utilities.

Dakshin Haryana Bijli Vitran Nigam Limited and Uttar Haryana Bijli Vitran Nigam Limited have been placed at 22nd and 24th number in B category in a list of 41 state power utilities across the country. Last year their number was at 28th and 31st in C+ category respectively.

Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) is a power distribution company which is responsible for the distribution and retail supply of electricity in the South Zone and caters to around 30,24,921 consumers.

The key concerns are continued high AT&C losses at 29.9 per cent in the financial year 2016 as compared with 31.7 per cent during the financial year 2015. The other areas of concern are low billing efficiency of 75.5 per cent and high power purchase cost at Rs 4.57 per unit in the financial year 2016 .

Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) is responsible for the distribution and retail supply of electricity in the North Zone and caters to around 2.6 million consumers. Key concerns are continued high AT&C losses at 36.25 per cent, low billing efficiency of 68.5 per cent and high power purchase cost at Rs 4.65 per unit in financial year 2016.

As per the report, five companies of the country have been awarded highest A+ for their very high operational and financial performance capability. Four power utilities of Gujarat and one from Uttrakhand in A+ grade. These are Dakshin Gujarat Vij Company Limited, Uttar Gujarat Vij Company Limited, Madhya Gujarat Vij Company Limited, Uttarakhand Power Corporation Limited and Paschim Gujarat Vij Company Limited.

Punjab State Power Corporation Limited (PSPCL) continues to slide in rankings and this year it has slipped to the 13th position from last year's 10th position with B+ grade. PSPCL was ranked fifth two years ago with  A+ grade and PSPCL had claimed that it is a best performing utility in the country.

Scores have been assigned both on the basis of performance of state distribution utilities against various parameters broadly classified under operational & reform parameters, external parameters and financial parameters.
