COMMUNICATION NO: 1/2/2010-Public dated 02.02.2010 from Union Home Ministry indicates that recommendation for Chief Information Commissioner Wajahat Habibullah for ‘Padma Vibhushan’ was not considered for an award on Republic Day 2010 even though the recommendation dated 13.10.2009 reached the Union Home Ministry well before the deadline of 20.11.2009.
Interestingly Union Home Ministry has now sought more details about Wajahat Habibullah for his being considered for Padma Awards 2011, details which should be available with the government itself for a person holding post of Chief Information Commissioner.It is significant that Union Home Ministry considers recommendations by President, Vice President, Prime Minister, and Union Home Minister well beyond the stipulated last date even till last moments of declaration of awards on eve of Republic Day, which incidentally is violation of norms set by high-level KR Narainan Committee set up on directions of the Apex Court. KR narain committee did not allow any such exemption from last date to any of the highest authority including even President, Vice President, Prime Minister, and Union Home Minister.
