Refuse to offer bribe to end corruption
On 4th February 2014 Aajtak and Headlines Today aired a sting operation showing police officers starting from Constable to SHOs in Delhi taking bribe openly. As per the spokesperson of Delhi police, bribe takers were immediately suspended by Delhi commissioner of Police.

However, it was not an impressive sting operation. Reason being the police taking bribe is just an open secret and applicable not only in Delhi but also across the country. It’s easy to blame Delhi Police for corruption and even easy for Delhi police top officer to suspend those exposed. But what about those who are not exposed?

Let’s unanimously agree that our Police is corrupt, irrespective of where the policemen may be posted. Though, my article would only be focusing on the corrupt police, but make no mistake, the bureaucratic system is no different. Before coming hard on Police force and the system, I would like to say that there are honest public servants in the system as well, thanks to whom the system has not yet collapsed.

We can have two broader points on such corrupt policing in our country, which is clarified below.

Non-implementing Police reform as directed by SC

Our police force is still governed by the British system and the Police reform despite Supreme Court’s instruction not taken up. Police is simply the slave of the political masters and has no right to go beyond whims of the politicians. The recent example of Police engaged in searching UP strong man Ajam Khan’s buffaloes or even the arrogant tone of Somnath Bharati. The AAP leader Arvind Kejriwal even sat on a dharna to take control of Delhi police.

If Police is subject to discretion of its political leaders with a cost of posting how can you expect police to be non-corrupt? Any police official can say that when they are at the Police line they lose certain allowances. They have to pay heavily for posting in a Police station or as a SHO/IIC/OIC. Those who don’t pay, have to serve behind either a desk or police line losing allowance in their pay slip. Thus, when one invests, he rightly tries to reap the dividend.

We as a society need to change

It’s not only a theory but also a fact that if there would be no person offering bribe, definitely there would be no bribe taker as well. It is simple that we sometimes violate the rules and expect the law enforcers ignore us by taking some bribe indirectly helping us illegally. Now the Police come out of our society and can’t be different than us. Police as an institution is one the most powerful institution. One proverb says 'power corrupts and absolute power corrupts absolutely'. As masters of the democracy we enjoy absolute power and are corrupt as well.

Being master of democracy is good but we are really the worst while disbursing our duty as proper citizens. We find opportunistic way to escape blaming our representatives (Public) and our (public) servants. There, we really miss the bus. In this media dominated world, no one can force you to bribe. You can do instant sting operations even with your phones. Isn’t it our personal selfish interest we want to bribe the executives and simply display our duality in blaming the executives sitting in drawing room?

If we want our democracy to function properly we need to construct our society properly. A society with dual mindset can’t produce a good democracy. This is perhaps the root cause of our defunct/unchartered/unimaginable democratic system. Before questioning anyone, why don’t we introspect our own conduct and accountability?
